Two Chinese nationals attempted to exit the Philippines through Ninoy Aquino International Airport (NAIA) on January 24, 2025, using fake exit clearance certificates. This led to their detention and imprisonment at the Bureau of Immigration (BI) Detention Facility in Camp Bagong Diwa, Bicutan, Taguig City.
The two Chinese nationals, Wang Changru, 53 years old, and Cui Wen, 33 years old, were supposed to board a Cathay Pacific Airlines flight to Hong Kong.

They presented Emigration Clearance Certificates (ECC) allegedly issued to them on January 23, 2025, stating that they were authorized to stay in the country until February.
However, upon verification by the BI personnel at the airport, it was found that their exit clearances were fake, and it was discovered that they have been overstaying in the country since their arrival in 2019.
"The two men failed to realize that our centralized database can detect actual arrivals and verify documents presented," according to Dennis Javier, head of BI at NAIA Terminal 3.
The two individuals will face deportation charges for violating the Philippine Immigration Act of 1940.
