Makati City Mayor Abby Binay is facing a graft case at the Office of the Ombudsman due to her closure of public health centers, parks, and other public facilities in the EMBO (enlisted men's barrio) barangays in Taguig City.

The complainants are Emilyn Cacho, a resident of Barangay South Cembo, and Joahanna Junio, a resident of Barangay East Rembo.

According to them, Binay violated the Anti-Graft and Corrupt Practices Act and her behavior was unacceptable, resulting in a sacrifice of services for the citizens. They stated that this was a violation of the Supreme Court's order to transfer the jurisdiction of EMBO barangays to Taguig City.

In their complaint, Cacho and Junio accused Binay of acting with malice and "bad faith" in closing and denying the use of facilities, even though their services are extremely important to residents, especially senior citizens, persons with disabilities, and the poor.

Cacho, who had a stroke, said she used to get her free maintenance medicines from the South Cembo health center, particularly because it was close to where she lived.

Junio, who has recovered from cancer but still requires regular check-ups, found it difficult when their health center in Barangay East Rembo was closed.

The two stated in their complaint that the Makati City Government did this without feeling any guilt, shame, or remorse about the situation.
