The suspended First District Engineer of the Department of Public Works and Highways (DPWH) - Bulacan admitted to approving a P55.7 million "ghost" flood control project in Baliwag, Bulacan without verifying its existence.

During the hearing of the House Infrastructure Committee on the anomalies in the flood control projects yesterday, September 2, 2025, it was revealed that millions of pesos were paid to SYMS Construction Trading despite no projects being completed.
Alcantara admitted it was his shortfall not to ascertain the completion of the project.
He stated that he relied on the documents and pictures submitted by his staff instead of personally inspecting the project as required by DPWH regulations.
Alcantara also admitted to certifying other controversial projects, including the P94.6 million river protection structure built by St. Timothy Construction and the P74.6 million mitigation structure built by Wawao Builders.
Both of these were personally inspected and declared substandard by President Ferdinand Marcos, Jr.
Alcantara also confessed to frequenting casinos two to three times a month using a fake identification card.
Government employees are prohibited from gambling in casinos.
However, he denied losing between P2 to P4 million pesos, claiming it was only P100,000.
