A police officer from Taguig City Police Sub-Station 4 is facing a complaint following allegations of inappropriate remarks and reportedly touching an 8-year-old girl's face in an indecent manner.
An administrative complaint for Grave Misconduct and Conduct Unbecoming of a Police Officer was lodged with the National Police Commission (NAPOLCOM) this Tuesday, June 30, 2026, against Police Corporal Michael Nogales.
During a NAPOLCOM press briefing, the victim's mother stated that on June 21, 2026, the suspect allegedly approached the girl and said, "May I kiss your cheek! You are prettier than my wife," and reportedly stroked the girl's face multiple times, causing the victim to feel uncomfortable, shy, and scared.
A CCTV camera captured the suspect luring the child towards him after buying ice, along with instances of whispering and stroking the child's face.
According to the victim's grandfather, he also discovered messages from the suspect to the victim on TikTok, allegedly encouraging the girl to bathe while the suspect watches.
"This case should compel us to look beyond punishment and focus on prevention. I have directed Commissioners Josephus G. Angan and Beatrice Aurora A. Vega-Cancio to review our recruitment system and submit concrete recommendations to strengthen the screening of police applicants. We should not wait for them to be in service before we discover they are not fit to wear the uniform. As early as the application stage, they need to be carefully scrutinized," stated NAPOLCOM Commissioner Ralph Calinisan.
He further added, "I also call on our criminology schools, educators, the Professional Regulation Commission, and the community to help strengthen the recruitment pipeline. We must ensure that only those who are physically, mentally, emotionally, and morally fit are entrusted with the badge. We have to stop these incidents before they happen by preventing unfit individuals from entering the police service."
Calinisan also encouraged other victims of police misconduct to file their complaints directly with NAPOLCOM.
Calinisan stated that they continue to trust the majority of the police force.
"This is not a fight against the Philippine National Police. We have complete faith in the numerous upright police officers who faithfully serve our country. Our fight is against the few scalawags who tarnish the dignity of their ranks. To them, our message is clear: stop the abuse because we will find you and hold you accountable under the law. And to our fellow citizens, NAPOLCOM is open to listen, act, and ensure justice prevails."
