Even early on, protesters against corruption began to gather at Rizal Park in Manila and at the EDSA People Power Monument, EDSA Shrine, and in front of Camp Aguinaldo in Quezon City, following the revelation of ghost or substandard flood projects by the Department of Public Works and Highways (DPWH).

The program "Baha sa Luneta: Action Against Corruption" started around 8:00 am on September 21, 2025. Various groups from churches, schools, and civic society associations are assembling in Rizal Park, Manila while Roxas Boulevard is occupied by marching protesters.

Many also began gathering at the EDSA People Power Monument, EDSA Shrine, and in front of Camp Aguinaldo for the Trillion Peso March, organized by the Catholic Church and the Protestant Church.

There is also a group of retired generals stationed in front of Camp Aguinaldo.

Several groups of cyclists started their journey from Quezon City Circle at 6:00 am. Some went to the EDSA People Power Monument and others to Rizal Park.

The program started around 8:00 am, but the formal program will take place later.

There is also a concert scheduled for 1:30 pm. The performers include Ben&Ben, Bayang Barrios, and Noel Cabangon. Iza Calzado and Anne Curtis are also expected to speak.

Traffic is currently building up southbound towards Cubao, Quezon City. Motorists honk their horns as they pass the protest sites.

The protest action against corruption also coincides with the 53rd anniversary of Martial Law declaration.
