Senate President Alan Peter Cayetano will not surrender his power to sign off after Senator Sherwin Gatchalian did not agree to his proposed interim administrative arrangement.

This was Cayetano's response to Malacañang's statement, through Press Undersecretary Claire Castro, that Cayetano's proposal would only cause confusion.

Castro also stated that Malacañang recognizes Gatchalian as the Senate leader.

The interim administrative arrangement is a temporary solution to ensure the continuous operation of an organization, protect employees or staff, and preserve resources during a leadership struggle.

Through Atty. Jose Luis Montales, the appointed Senate Secretary under Cayetano's group, the interim arrangement was proposed so that the two Senate factions could continue their operations, and also to prevent the derailment of impeachment court proceedings amidst the Senate leadership struggle.

Among the proposals of Cayetano's group are:

* A dual-signatory or joint-certification system for official transactions and documents
* Operational continuity to ensure the Senate and the Impeachment Court can function while resolving who the true Senate leader is
* Protection of Senate staff to prevent confusion among employees about whom they should follow.

Cayetano stated that what Gatchalian's group did on June 3, 2026, was an illegal coup d'etat.
