Cuna replaced Raphael Lotilla, who has been appointed as the Philippine Ambassador to the Holy See.

Cuna, a lawyer by profession, had previously served as an Undersecretary for the DENR in 2017.

He also held the position of Director at the DENR from 2010 to 2015, and was an Assistant Secretary of the Department.

Cuna served as a Provincial Environment and Natural Resources Officer within the DENR from 2008 to 2010.

In addition, Cuna worked as Director IV at the Presidential Legislative Liaison Office under the Office of the President from 1998 to 2001.

Both Cuna and Lotilla have assured a smooth transition of duties and that operations within the DENR will not be affected.
