With the suspension of PNR operations in the NCR, the construction period of the NSCR, connecting northern and southern Luzon, will be reduced by 8 months. The government will also save P15.18 billion in construction costs. The NSCR will be built along the existing PNR tracks in Metro Manila.

The PNR began operations on November 24, 1892, as Ferrocarril de Manila-Dagupan during the Spanish era.

It was renamed Philippine National Railways on June 20, 1964, under Republic Act No. 4156.
