Former DPWH Assistant District Engineer of Bulacan, Brice Hernandez, has exposed two senators allegedly involved in ghost flood mitigation projects in Bulacan, who reportedly negotiated with former District Engineer Henry Alcantara.

Hernandez revealed that Senators Jinggoy Estrada and Joel Villanueva allocated millions of pesos to various flood control projects in Bulacan, particularly in Hagonoy, Calumpit, and Malolos.
Allegedly, in exchange for this, there is a 30% cut of the funds, a so-called "standard operation procedure" or "SOP" for the senators, while 3% allegedly goes to Alcantara.
During the hearing in the House of Representatives this morning, September 9, 2025, Hernandez stated that he had taken the time to reflect thoroughly while in Senate detention last night, following a citation for contempt due to alleged perjury.
